The City Of Ishtar was founded by Zuben, the emmisarry of Beliar. It is said, that, when Zuben first hit his staff on the dry ground of the desert of Varant, he founded a city on that same spot, called Ishtar. Ishtar is the capital city of the Hashishin people, and is closed off to all strangers, accept the ones who rendered outstaning services to the people of the desert.

Ishtar is a magnificent city, worthy of its leader Zuben. His private quarters have a swimming pool with slave women to give entertainment, and there are vast riches to be found in the treasury, if one is skilled enough to get in there. Compared to other cities there are few slaves in Ishtar, but if the hero is willing to supply them they will still help rebel against their Hashishin overlords.
