He is a former blacksmith, thrown in the Colony for murder, that he didn't even want to do. He didn't know his own strenght. In fact, you can make him to teach 5 STR for free. All you need to do is to sneak into Silas' bar, behind Silas there is a door, and there's Jeremiah. Speak to him about Horatio, and you can now learn the 5 STR from Horatio, by clicking the Rice Lord option.
